About Us

The Northwest is home to thousands of immigrants who contribute to the fabric of our society. ICAP provides low-cost immigration counseling to the Portland Metro’s refugee and immigrant populations. Our staff are well-trained and experienced in immigration matters. We have an Immigration Attorney on staff who can handle complex cases and represent our clients in court if necessary. Immigration Counseling is provided by or supervised by accredited representatives who have been given permission to give immigration advice by the U. S. Board of Immigration Appeals (BIA). ICAP counsels immigrants and refugees about their rights and responsibilities pertaining to their immigration status, helps clients with all immigration forms and applications, and represents clients before the U.S.C.I.S. and Immigration Court. Our staff and counselors can serve you in English and Spanish.

The Lutheran Community Services Northwest Immigration Counseling and Advocacy Program (ICAP) was founded in response to the growing needs of the Refugee Resettlement Program which has been serving refugees and immigrants in Oregon since 1979. As the refugee and Immigrant population of Oregon has grown and diversified, so has the range of immigration related needs. ICAP strives to meet these expanding needs in the areas of legal and other services, immigrant rights advocacy, community education and to assist our clients in becoming independent and fully-integrated members of American Society.
